The Towns of Winter Park, Fraser and Granby operate a joint Building Department via an Intergovernmental Agreement. Building Department employees, while shared employees via the Intergovernmental Agreement, are treated as Winter Park employees.
Economic Development activity in the Town of Fraser
The department maintains the Town financial accounting system in addition to the utility database for the Town water system and wastewater service. The Finance Manager is responsible for making policy recommendations to the Town Manager, the Mayor, and Town Board to preserve the long-term financial health of the Town.
The Towns of Fraser and Winter Park operate a Combined Municipal Court via an Intergovernmental Agreement. Court employees, while shared employees via the Intergovernmental Agreement, are treated as Winter Park employees.
The Planning Department is involved with planning for growth and development within and adjacent to the Town of Fraser. The Planning Department is responsible for zoning code, subdivision regulation and land use administration, interpretation, enforcement and amendments.
The department is comprised of nine full-time Law Enforcement professionals who have a sincere desire to reduce crime through Community Policing and 2 civilian employees. By working together with the public to solve problems and hold law-breakers accountable, we can make our communities safer.
The Public Works Department includes eleven full time employees who are dedicated to providing residents and visitors with high quality and cost effective public service.
The Town Clerk is appointed by the Town Board and provides support as the clerk to boards and commissions, providing voter registration, special event permitting, liquor licensing, and records management.

Wastewater Treatment Plant
The Town of Fraser, Grand County Water and Sanitation District #1, and Winter Park Ranch Water and Sanitation District all share in the ownership and operation of the Upper Fraser Valley Wastewater Treatment Plant.
