General Information
The State of Colorado is a dual licensing authority, liquor licenses are issued by the State and the Town of Fraser. Colorado requires retailers to first obtain license approval at the local level.
The Fraser Town Board acts as the Local Licensing Authority. The Town Clerk has authority to administratively review and approve applications for liquor license renewals; transfer of ownership; change of manager of a licensee; temporary permits; modifications of premises; and special event licenses (Fraser Municipal Code 6-4-2).
After the application is filed in the office of the Town Clerk at 153 Fraser Avenue, the file is reviewed and deficiencies are reported to the applicant prior to application consideration by the Town Board. Licenses requiring a background check will be forwarded to the Fraser/Winter Park Police Department. Reports of its findings are forwarded to the Town Clerk.
If the application is approved by the Town Board, the Town Clerk will forward the application to the Colorado Department of Revenue, Liquor Licensing Division for review and approval. The state will process the application and mail the state liquor license to the Town Clerk in one to two months, unless concurrent review has been requested. The Town of Fraser license is then prepared, and both licenses are issued to the applicant once all inspections are complete.

Renewals
Liquor and 3.2% beer licenses are valid for one year. Not less than 45 days prior to the expiration of the license, an application for renewal of the license must be filed with the Town Clerk, along with the appropriate fees. The Colorado Department of Revenue mails a renewal application to the licensee approximately four months prior to the expiration of the license. The renewal application will note the state license fee. Please contact the Town Clerk for the local license fees. The completed renewal application, along with the state & local fees, must be submitted to the Town Clerk for approval. The Town Clerk will forward the application and state fees to the Colorado Department of Revenue. Renewed licenses will be sent to the Town Clerk, who will notify the licensee when the state and local licenses are available to be picked up. If the liquor license is allowed to expire, the licensee can still renew the license within 90 days after expiration. Late renewals are subject to a Town fee of $500.00, in addition to normal renewal fees.
